The Education Policy Institute is an independent, impartial and evidence-based research institute that aims to promote high quality education outcomes, regardless of social background. Through our research, we provide insight, commentary and critiques about education policy in England - shedding light on what is working and where further progress needs to be made. Our experienced and dedicated team works closely with academics, think tanks and other research foundations and charities to positively shape the policy agenda.

We are looking for an experienced quantitative analyst, economist or statistician to lead our work on school funding.

The Role:

The overall level and distribution of funding is one of the most significant issues facing schools in England and was a prominent feature in the 2017 General Election. The Education Policy Institute has established itself as a leading commentator in this area with its analysis of the state of school finances in England and the implications of the National Funding Formula for schools.

Important questions remain over whether schools have sufficient funding, whether they are using it efficiently and the impact of pressures they face over the coming years – and EPI wants to answer some of these through a rigorous research programme.

In particular, our priorities for the next year include:

  • A detailed programme of work on school efficiency
  • An annual report on the state of school finances in England
  • An assessment of whether funding is being targeted appropriately to different phases of education and different groups of pupils.

The successful candidate will report to Jon Andrews, Director for School System and Performance and Deputy Head of Research. Because our independence and political neutrality is crucial to us, there are some restrictions on party political activity for permanent members of staff.

The successful candidate should have

Policy awareness:

  • A sound understanding of the school funding system in England including government policy and current issues and challenges.
  • Knowledge of the different groups across the system including government, schools, unions, local authorities, and multi-academy trusts.
  • The insight to use evidence to propose effective policies.

Technical skills:

  • A numerate degree and strong quantitative analytical skills across a range of statistical and/or econometric techniques.
  • A proven track record in applying analytical skills policy analysis and research, ideally in the education sector. Knowledge of education data is particularly desirable.
  • Experience in designing and managing research programmes to inform and influence national policy making.
  • Proficiency and expertise in using database and statistical software, e.g. SPSS / STATA / R / SQL / SAS etc.

Wider skills:

  • The ability to work flexibly across the organisation, providing support to others and a motivation to learn new skills.
  • Excellent communication skills e.g. for presentations to and with sector experts and for media interviews.
