Job Description

Accountable to:           Head 
Key Responsibilities:  To have sole responsibility for the key area of Finance, as well as leading on Premises, Human Resources, ICT, School Administration, Compliance and Governance.  To play a key role in the overall leadership and management of the school, as part of the Senior Team.
Line Manage:          IT & Estate Manager, Finance Officer, Development & Finance Administrator, Receptionist, Reprographics Officer
Description of Role:    This is a full-time, permanent position. The following gives an overview of the responsibilities of the role.  The list is not exhaustive and will adapt in consultation with the post-holder as needs change and opportunities develop.

Responsible for: Finance – all aspects, including:
o Business plan and long-term financial strategy including production of the 3-year budget with monthly management accounts and re-forecasting
o Resources - ensuring best possible use looking for savings/efficiencies to reduce spend
o Accounting function, including: ordering and payment, operation of bank accounts, full monthly reconciliation, maintaining assets register, preparing invoices, preparing final accounts, liaising with auditors, preparing management accounts, VAT/tax reclaims and payroll
o Financial returns for the DfE, ESFA, Charity Commission, LA, and other as necessary
o Revenue streams – find and develop opportunities to increase income including management of the school lettings
o The Parental Support Scheme, gift aid, trusts and other sources of income/fund-raising.
It is vital for a school of this size that the successful candidate is capable of leading the school’s financial strategy, as well as being personally capable of completing all necessary financial tasks.

Human Resource Management – including:
o Ownership of the Single Central Record of all staff, volunteers, etc
o Assist with recruitment procedures, carrying out employment checks  and issuing contracts
o Assessment of salaries, expenses, sickness and maternity procedures, redundancy and other matters of dismissal, attending employment tribunals as necessary, etc
o Ensure all  contractors and outside agencies are suitable for working with children
o Manage the recruitment, professional development, guidance, appraisal and training of the relevant support staff

Estate & Facilities Management – including:
o Oversee work carried out by the IT & Estates Manager in relation to H&S policies/procedures, maintenance of buildings and grounds, security of site, disaster recovery and monitoring of school assets
o Contracts, tenders, services and agreements - negotiate, manage, monitor
o Energy supplies – manage and ensuring best value for money
o Manage relationship with Catering provider including administration of the cashless catering system
o Ensure safety and smooth running of school minibus including drivers
o Acquiring and disposing of land and buildings as authorised by Head/Governing Body
o Specifications for new buildings, tenders, planning permission, liaising with contractors and architects

 Whole School Administration – including:
o Manage the administrative function including School reception, reprographics, etc

ICT - including
o Oversee work carried out by the IT & Estates Manager in relation to Computer network provision, IT hardware and software
o ICT strategy and development

Clerk to the Governors (accountable to Governing Body) – including:
o Advice on governance, legislation, regulations, constitutional and procedural matters, duties, powers, and other matters
o Attend all governors meetings to act as Clerk (minute taker) and work with the Head to ensure agendas and papers are circulated beforehand
o Complete paperwork for new governors, including Company’s House, DBS checks, etc and ensure an induction programme is in place
o Store and provide access to the necessary key documents e.g. Academies Financial Handbook, Funding Agreement, Articles of Association, etc
o Maintain confidentially in all aspects of the role

General – including:
o Promote the ethos of the School, getting fully involved in HBS life and sharing responsibility for the whole School as a member of the Senior Team
o Promote and comply with School policies and procedures in all areas mentioned above and generally across the school
o Keep up to date with current developments and legislation, advising on the implications to the school
o Ensure the school is compliant with regulations and best practice in all areas
o Ensure effective risk management across the School
o Act as the School Data Protection Officer ensuring that school records are kept securely, staff are appropriately trained and documentation is in place, all in line with GDPR regulations
o Ensure Licenses and permissions are in place
o Be committed to the safeguarding and well-being of children and young people

As it has such a broad base, it is recognised that the successful candidate is not likely to have experience of every aspect of the role.  It is essential to be highly competent in the area of finance, and to be self-motivated and able to acquire knowledge and skills as necessary when in post.

Job Details
The job is a full-time, permanent, Senior Team post, ideally starting in December 2019.  The salary will be agreed according to experience and qualifications, and is likely to be circa £60K.  The successful candidate will become a member of the attractive local government pension scheme.
